Todd Fox


Todd Fox leads the Visa Economic Empowerment Institute, a global center for research on financial innovation and public policy. Drawing upon more than two decades of leadership experience in government and industry, he builds tools to help financial institutions navigate the rapidly evolving political and regulatory landscape. Todd brings a multidisciplinary approach to the study of payments innovation, and brings academic experts, industry practitioners, and policymakers together to exchange perspectives.

Todd is an active participant in efforts to expand financial access and enhance cross-border payments, He serves on the board of the Fintech Foundation and represents Visa on various international committees including the Financial Stability Board Legal, Regulatory, and Supervisory Taskforce. 

Prior to joining Visa in 2012, Todd held several positions at the United States Department of Commerce, including Regional Manager for China in the Advocacy Center, a role that entailed inter-agency coordination on strategic technology exports and outbound investment. Todd also served as an advisor in the office of the U.S. Executive Director at the Inter-American Development Bank.  He was a Senior Advisor for External Affairs at Rio Tinto, a global natural resources company with extensive operations in developing countries.

Todd began his career as an international trade economist, focused on the commercial relationships of Canada, Mexico, and the United States. He studied the North American Free Trade Agreement as a Fulbright Scholar at McGill University and the Johns Hopkins School of Advanced International Studies.
